Her lashes are all clumpy. She needs that mascara with the spinning brush that they are advertising on TV. They say in the ad that it keeps you lashes from clumping up like that.

This from the Twiggy era, so not only the mascaras were more crappy quality, she was probably meant to look like that.

And I don't think that she cared, as she was supposed to be dead in that picture ;)
