The image shows a fair bit of distortion around the top text, which isn't the same as the bottom, but which is reasonably retro-looking. That said, http://adblog.msnbc.msn.com/archive/2008/01/14/578338.aspx suggests it's real, unless someone's remembering wrong. Wish I had more time to look into this one.
Yeah, I think it was to tourists who would take up the elevators to the roof of the buildings and look at the city. These buildings are so high, sometimes they'll touch the clouds on a rainy day.
I have a hard time seeing commercials that show people falling down the face of a building (recent cable commercial w/ window cleaners, etc.) since 9/11.
