While I'm not sure this is the same Spencer's, the one you're thinking of did indeed start as a mail order business -- I remember some ad from the 40s or 50s being posted in this comm ages ago to that effect. I can't remember exactly what you were able to order -- something ridiculous.
I remember Spencer's catalogs all through the 60s. Each one was my own glimpse into a magical world of weird, disposable kitsch. Some of it I wanted really badly. The tiny photos probably did a lot to conceal just how cheap and tawdry the stuff was. When we found the Spencer's at Northglenn Mall (a 60-mile drive), I got to see for myself just how shoddy most of it was. Industrial-grade novelty items, strip-tease soap, nudie ice cubes, innuendo so obscure I didn't get it, plus a plethora of middle-America banks, toys, and ideas that looked ingenious on paper.
Now, Spencer's seems more like a cross between their classic incarnation and head shops like "Maudie's Flea Market" (aka "Maudie's Incredible Department Store," I think). I sometimes venture in, but venture back out just as quickly. I'm a fogey now.
