I think they're saying that, with normal use, the stockings themselves will hole (instead of run), but that the heel and toe won't sustain any damage at all.

To which I raise a skeptical eyebrow!

I'm guessing they thought branding their nylons as 'clingy' would be a boon in the days when stockings bunched and sagged. Not that I have ever been familiar with those days -- I was born in '82 and nylons have always been like sausage casings in my time!
