When Kotex first came out, they attached via a belt (http://www.mum.org/kotbel53.htm) because the adhesives on modern pads hadn't been invented yet.
Adhesives were developed in the 70s but weren't perfected until the early 80s. When I went through puberty in the mid 70s you had a choice between bulky pads that attached via a belt, the new sticky pads that didn't always stick very well (especially if they had sat on the shelf for a few months), and tampons that were uncomfortable and leaky. Plus women didn't shave completely (only girls with intractable crabs that couldn't be killed with lindane did so, which gave shaving a very, very bad reputation), so the adhesive would sometimes get stuck to your hairs.
The high rate of hysterectomies among women of my generation might be tied to the fact that we all hated having periods.
They'd uh kinda pin them to a belt round the waist. Leakage was not as much of an issue due to the insane amount of layers (I reenact, and wear up to 7 layers of underthings in the summer and have had "suprises" that didn't get through to the outer layer of the dress, however I use tampons not rags because i'm just not that psycho)
I always feel it necessary to read German as if it were some sort of shouting exclamation (probably because of Steve Carell and Dana Carvey (http://www.videosift.com/video/Dana-Carvey-Stephen-Colbert-German-say-the-nicest-things)).

Make of that what you will.
