This ad I found for 'portable ocean' is from 1949 and it's the same kids, set up, etc except the mother is in more stylish--different era clothes.

Going by her dress and that car, I'm guessing 1930s? If that were my grandmother (and it looks almost like her), and my mom were a tot in the pool, it would be around then. Koroseal was developed in 1935, according to wiki.
I believe you're right, totally 30s style dress and car!! That was really expensive then! It's sort of funny they reused the kids in the pool image---well a shot from the same photoshoot and then just colorized it, cut out the car and put 'mom' in a different panel, in the one from 1949.
Koroseal is still in existence too! [Goodrich still has no blimp either ;) ]
No, that car is not a '30s model at all. It appears (https://upload.wikimedia.org/wikipedia/commons/5/56/110_ans_de_l'automobile_au_Grand_Palais_-_Pontiac_Torpedo_Silver_streak_-_1948_-_009.jpg) to be a 1947 Pontiac.
$19.95 in 1947 dollars = $219.50 in 2016 dollars, yikes!
