I wondered the same thing..."bock" means "fancy" in German so I always thought bock beer meant fancy beer, but bock also means "goat" so perhaps it's goat beer? Maybe that's why the weird photo, but it does look like it's verging on animal cruelty.
It's a bit more complex... Bock means "ram", but the beer called Bockbier or Maibock has this origin:

The two are linked together because the high alcohol content gives it the kick (or the head bashing) of a ram.
