i've got a couple of hats that will stay on in a high wind...they're bent like that and have metal inside them. i'm thinking a plastic-dipped spring steel support inside the top.

think of how a headband is made... then imagine it made of steel, made slightly smaller than the ribcage it's designed to go around, and padded slightly on the inside. there ya go. :)
