In the 1920s, a sore throat could lead to a lot of bad things, especially since there was no pencillin or other antibiotics.

Warner-Lambert was ordered to stop making the claims, and to include in the next $10.2 million worth of Listerine ads specific mention that "contrary to prior advertising, Listerine will not help prevent colds or sore throats or lessen their severity." -- Wikipedia.

If that sore throat is caused by a cold, then it has nothing to do with bacteria, since colds are caused by a virus. I am guessing Listerine wouldn't help - nor would penicillin, for that matter.
