Pretty sure it means toys made of candy--shape candy "toys" made of molded barley sugar were popular in the 18th and 19th centuries. You can still get something like that (http://www.melvillecandycompany.com/Old-Tyme-Barley-Collection-24ct_p_26.html) from specialty confectioners.
Yup, Latin "plumbum". We get the word plumber from it. But a plumb is a weighted tool (made of lead) to get things perpendicular to a floor or surface.
