Vintage cigar ad featuring a Dalek

There isn't a date on it, but apparently ads for this cigar brand were popular during the '70s and '80s. This particular one never aired. (Before you say anything, yes, I know Daleks have been able to fly over stairs for some time now.)

I wonder if this one never aired because of the Dalek appearing in it (if anything in regards to the usage rights fell through?)

I'm wondering if it's because Doctor Who is generally marketed as a children's program and someone probably pointed out that it might not be a good idea to use something from a children's show to market tobacco products. Fivey disapproves.
