A type of perm. "Perm" is short for the original phrase "Permanent Wave", also sometimes just called a Wave. Notice the hairstyle -- an kind of french twist, with various random curls, lacquered within an in of it's life with copious amounts of hairspray. This was a popular sophisticated hairstyle of the time. I would guess that Duart made perm solutions for professional use, and this is from some magazine aimed at professional hairdressers. The nudity is too much for general publications, and the product isn't right for men's magazines.

Yes, I had an art teacher in grammar school who wore her hair like this and I thought (and still do) that she was the most glamorous wonderful woman. She was about 60 in the early 80s, and I never saw her with a hair out of place. Doris Street was her name, bless her movie-star heart.
