"Leaning on a Shovel" sounds like a number that would delight the crowds! Yeah, let's sing about an image that makes everyone happy: sitting in road construction traffic for hours then eventually passing by four guys leaning on shovels watching one guy actually digging.

That's pretty bad when musical theatre is reduced to the level of "government work"! It's like a day waiting in line at the DMV set to music with all the joy and pizazz of the welfare office!

I guess before the government bailed out Wall Street, it was bailing out Broadway. :P
