I don't think it's toothpaste. The writing states that a 'teaspoonful will works wonders on washing and clothing.' (What's the distinction exactly?)

UHU seems to be a common brand name for all kinds of different things. In the UK it's a kind of glue, which is why I was slightly fazed when an American acquaintance of mine said that she and her friends used to make 'White Trash White Russians' mixing vodka and UHU.
