Guineas were replaced by the Pound in the 1800's, but 'guinea' was still sometimes used to refer to 21 shillings up until decimalization. So 7 guineas would be a bit over 7 pounds.

I have yet a third conversion rate, from Historical Currency Conversions (http://futureboy.us/fsp/dollar.fsp).

7 guineas in 1929 had the same buying power as 463.13 current dollars. Which is indeed "about $450", [livejournal.com profile] polyfrog, and a damned fine bargain it is!

So, I don't quite understand what they're selling here. Not a bespoke suit? Ready-to-wear? Or something else?

It looks as if the 7 guineas was just for the coat. Since math is hard, I'm coming up with a ball park figure of the pants being about $70 in today's money. $525 isn't a bad price for a decent suit. It won't get you the best, but it'd be nice.
