My Step-Mother-in-Law's Uncle owns one, and the controls are really far down at the front. The driver sits in the normal place. They're awesome little cars!

All the antique electric cars I've seen in museums and car shows have a tiller in the center, not a steering wheel to one side. That's why it looks like no one is driving. The lady and gent in the brown outfits are controlling the vehicles with their right hands.
