Those do look like they were done with a pastry bag. Use a larger star-shaped tip. You will probably want to beat some egg yolk into the potatoes to get that nice browning.

Some of the old cookbooks I've read mention molds for mashed potatoes. They don't seem to really exist any more as far as I can tell.
