I was thinking it might be Robert Goulet. He was from Canadia so it would make sense.

Whoever it is, he looks awfully annoyed to be holding booze and in such close proximity to a beautiful woman. I think he's worried they'll make him drink the stuff.

I still think it's Brittany Morgan, model/tv actress in the late 70's/early 80's. The very first Google image looks a lot like the girl in the ad. A few years later, a little thinner, but:
