Reminds me of that e.e. cummings poem "In Just." The balloonman doesn't appear to be lame (cumming's word, not mine!) but perhaps he's goatfooted? He is a bit satyr-looking from the waist down.
How funny, we call them Polos over here in the UK - always wondered what Life Savers were. I know you /could/ get the fruity ones in the late 90s/early 00s, not sure if you can still.
