Bayer was trying to find a non-addictive substitute for morphine. Heroin wasn't it, but they marketed it anyway. They named it that from "heroic."
It didn't become a prescription-required substance in the US until nearly twenty years after Bayer invented it, and it took another ten before the US made it Schedule I (basically, unobtainable legally for any purpose), in 1924.
