Can anyone translate? It looks to me like a Scandinavian language (Norweigan?), but I'm not exactly sure.

I think it's Swedish, the ä gives it away.

The title says "use bacchus!" and the text goes on about how the smell is just right (lagom doft) and something about being a range for real men.

I don't actually speak the scandinavian languages, but I can read them from knowing German.

It's Swedish

“'It is our men’s duty [play on words, “plikt” also refers to obligatory military service] to smell decent. Use Bacchus'. Sergeant Snorkel knows what he’s talking about. And today it is manly to smell good. A sign that one takes care of oneself. Bacchus – named after the god of wine – is a real men’s line of products. The right amount of scent (slightly spicy), reasonably priced and striking packaging. Bacchus is available in deodorant, after shave, and eau de toilette. If you have doubts, try it first. Send in the coupon and .75 [about 10 cents US at today's exchange rates, god knows what it was then] in stamps. You get a sample bottle of after shave.”

After shave and deodorant named after Bacchus, the god of wine and intoxication...makes perfect sense to me. Like a wine called Right Guard...
