Maybe they're trying to promote that you can have your peppermint during the summer and it not be just a winter thing! Or something like that? I know I'm trying to make a point here, but I'm not sure if it's coming across. I just need to go to bed.
The reference is not seasonal - it's theatrical. “Appearing in a new 'roll'” - note the spotlight. A straw boater and cane were standard attire for vaudeville dance acts.
With all of the hype and sensation over the 100th Anniversary of Oreo Cookies, it seems almost an afterthought that Life Savers is also marking the Century milestone this year.
They used to make Lifesaver Lollipops in peppermint swirl and they were always my favorites. I would stock up on these if they were ever produced again.
The straw hat and peppermint stripes made me think of a kids' show I used to watch in Dallas called Peppermint Place. Now I'm sad because I just found out the host, Jerry Haynes (http://en.wikipedia.org/wiki/Jerry_Haynes), died last September. He was actually a significant part of Dallas media history. I'll have to try to find an ad for the show now!
