Is that saying he has on hand a choice collection of sugar and also some wooden toys or does it say he has a choice collection of toys, some of which are wooden and some of which are sugar? I really hope it's sugar toys because that sounds so cool!

Pretty sure it means toys made of candy--shape candy "toys" made of molded barley sugar were popular in the 18th and 19th centuries. You can still get something like that (http://www.melvillecandycompany.com/Old-Tyme-Barley-Collection-24ct_p_26.html) from specialty confectioners.

A few years ago, I bought my kids some candies that were shaped like Lego blocks. They liked them, but the novelty wore off quickly.
