Ding! Ding! We have a winner.

I was just htinking that the boater was meant to look antique, but now I see the other theatrical references, and you are exactly right. The candy stripes even suggest the striped blazers sometimes worn in those routines, like this image (http://sphotos.xx.fbcdn.net/hphotos-snc6/s320x320/282135_241729529191039_147725871924739_792794_7759349_n.jpg) of Dick Van Dyke in the "Jolly Holiday" scene from Mary Poppins.
